The cost of fraud to businesses has been growing steadily. Not all fraud and abuse is discovered, not all uncovered fraud is reported, and civil or criminal action is not always pursued. Legal, accounting, and increased insurance costs, or loss of productivity associated with hiring and dismissing personnel are additional factors that must be considered. In most cases, losses that can be attributed to fraud are being paid for through normal operating expenses. Furthermore, there is evidence that the overall cost of fraud is usually well over twice the amount of missing money or assets.

Another factor increasing fraud is the growing complexity of computer systems which can make fraudulent behavior harder to detect. A recent study showed that approximately one in twenty company failures are attributed to fraud.
